Description

Task description:

• Engages with stakeholders to discuss and clarify any relevant topics for the creation of a data governance model (including data catalogue);
• Reviews and contributes for specification of a data governance operating model, and elaborates action plan to implement the operating model;
• Contributes to the creation of a data quality framework;
• Follows-up on the resolution of data quality issues;
• Collects information to build a data governance model, e.g. inventory of existing data assets in the organisation;
• Keeps data governance artefacts up to date (e.g. data catalogue);
• Creates material to disseminate the data governance model and engages with stakeholders to explain and enforce compliance with the model;
• Creates SharePoint and feeds with relevant material about data governance model for dissemination, including the data catalogue;
• Engages with stakeholders and is able to discuss and collect technical requirements for a data analytics environment, both in terms of hardware and software;
• Engages with IT to design functional architecture for a data analytics environment;
• Identifies relevant players in the data analytics field and proposes solutions for appreciation depending of existing needs in internal projects;
• Follows-up on IT delivery and signals risks;
• Contributes for identification of training needs at different Data roles;
• Organises training sessions (contacts with providers and logistics);
• Contributes to the creation of specific events to raise awareness on specific data topics;
• Engages with business stakeholders, identifies opportunities to leverage on data and shape use case identity card to express data needs and analytical challenge;
• Coordinates demand management in respect to common suppliers;
• Keeps track of risk and issues that can be impediments for value creation (e.g. blurriness of use case goals, legal or technical issues to access data, hardware or software issues to use data, lack of availability of key stakeholders) and escalates issues;
• Report on the project status (tasks progress, plan, actions, risks, issues, decisions, changes, etc.) within Department's senior management and other partners, if needed;
• Manage and follow-up a project or set of projects in some or all of the project life cycle phases (inception, plan, control and monitoring, closure);

Qualifications

Experience required:

• Minimum 9 years of recent project management experience, out of which 4 years of specialized experience in the field of data analytics;
• Experience with Project Management tools; 
• Strong organisational and coordination skills;
• Ability to produce minutes, notes, business cases, vision documents, service level agreements, terms of collaboration, planning schedules, etc.
• Very good communication skills (including ability to present and to animate discussions), rapid self-starting capability and ability to work autonomously are mandatory;
• Experience in project coordination procedures, preferably involving a recognised methodology;
• Experience in data governance operating models, including deep knowledge on Data catalogue and quality;
• Experience in the development and maintenance of SharePoint;
• Experience with IT technical and functional architectures;
• Knowledge of analytical solutions, both on open and closed source;
• Knowledge about analytical methodologies and techniques (machine learning, statistics);
• Knowledge on analytical model design and translation from business challenges into analytical approaches;
• Good quantitative reasoning;
• Experience in international/multicultural environment is a definite asset;
• Experience in a public administration is an asset;
• Knowledge of software engineering best practices is an asset;
• Knowledge of SAS, Python and R languages is an asset.
• Very good knowledge of written and spoken English is required (C1).
